Mr. Black is a Principal in LSA’s Mobility Group in Irvine, California, bringing 19 years of experience in transportation planning, traffic operations, and parking analysis. He has prepared technical reports, operational analyses, and transportation planning research for a wide range of public and private clients.

Mr. Black first collaborated with OCBC in 2010 on the Orange County Sustainable Communities Strategy and has since prepared the Long Range Transportation Plan (LRTP) for OCTA in 2014, 2018, and 2022, and is currently supporting the 2026 LRTP update. His municipal work includes comprehensive downtown parking studies, revisions to municipal code parking requirements, and development of guidelines for analyzing vehicle miles traveled under SB 743 and other state regulations. He is also assisting the City of Anaheim in preparing to host the 2028 Summer Olympics.

In the private sector, Mr. Black works with developers of all sizes to assess and disclose traffic impacts, optimize parking supply, improve site circulation for vehicles and non-motorized travel, and develop parking management strategies for complex project sites.
