Government Affairs
Orange County is a global economic powerhouse.
Very few regions in the nation compare as hubs of innovation for
such a broad sector of industries.
To foster Orange County’s economic growth, Orange County Business Council’s Government Affairs team advocates on behalf of its members locally, in Sacramento and in Washington, D.C. By monitoring and regularly taking positions on legislation centered on its core initiatives—economic development, housing, infrastructure and workforce—OCBC fosters pro-business outcomes.
The Government Affairs team also leads advocacy trips to Sacramento, hosts monthly committee meetings with appointed and elected officials, and publishes resources such as OCBC’s Legislative Action Guide and annual Legislative Scorecard.

OCBC regularly takes positions on legislation. The Government Affairs Committee provides public policy direction and oversees the Council’s state and federal legislation programs.

2025 State Policy Guide
The Policy Guide of the Orange County Business Council highlights key issues facing businesses and features solution-oriented actions to support a growing economy in Orange County. Detailed positions and specific priorities are further discussed in the 2025-2026 OCBC Legislative Action Guide approved by the OCBC Board of Directors.
2025-2026 Legislative Action Guide
Every two years, Orange County Business Council publishes a Legislative Action Guide that outlines the organization’s policy positions on issues ranging from transportation, to water supply, to economic development. The guide serves as OCBC’s road map for legislative activities in Sacramento and Washington, D.C., and offers direction for the Business Council’s advocacy activities.

Each year, Orange County Business Council measures and compares how well Orange County’s state elected leaders aligned with OCBC’s policy priorities measured against the Business Council’s four core initiatives—economic development, housing, infrastructure and workforce.
