Sydney Aylward, Duane Cave, and Thomas A. Turk, Ph.D. Join Orange County Business Council Board of Directors
IRVINE, CA (October 24, 2025) — Orange County Business Council (OCBC) is proud to announce its 2025 Legislators of the Year: Senator Kelly Seyarto, Senator Tony Strickland and Assemblymember Laurie Davies. This award recognizes Orange County lawmakers who demonstrate exceptional leadership in advancing policies that support jobs, housing, infrastructure and business growth.
The three legislators tied for the top score on OCBC’s 2025 Legislative Scorecard, aligning with the Council on 14 of 16 priority votes, an 87.5 percent alignment rate. Their commitment to policies that promote business growth, strengthen infrastructure and expand economic opportunity makes them deserving of this recognition.

The 2025 legislative session concluded with Governor Gavin Newsom acting on all measures by the October 12 deadline. OCBC tracked dozens of priority bills, evaluating how members of Orange County’s delegation voted on issues that affect the region’s economy, workforce and competitiveness.
“This legislative cycle presented significant challenges for California’s business community,” said Amanda Walsh, Vice President of Government Affairs for OCBC. “Many overburdensome measures reached the Governor’s desk, making it harder for employers to thrive. Recognizing legislators who support balanced practical solutions is critical as we work toward a more sustainable business climate.”
OCBC’s Legislative Scorecard serves as a key accountability tool, measuring how well Orange County’s state lawmakers represent the business community on issues that affect the region’s economy, workforce and competitiveness.
