



Christopher Arias, Tyler Holst, PE, Jarrod Ingle and Faisal M. Zubairi Join Orange County Business Council Board of Directors
IRVINE, CA (May 9, 2025) — Orange County Business Council (OCBC) announced today that Christopher Arias, Executive Director of Business Development for MemorialCare, Tyler Holst, PE, Senior Vice President of Infrastructure Engineering for Rancho Mission Viejo (RMV), Jarrod Ingle, Regional President and Head of Corporate Banking – Orange County-Inland Empire for PNC Bank, and Faisal M. Zubairi, Partner and Southern California Office Head of Dorsey & Whitney LLP, have joined OCBC’s Board of Directors.

Responsible for collaborating with employers and community leaders to promote MemorialCare’s network and drive adoption of innovative medical plan options, Christopher Arias serves as Executive Director of Business Development at MemorialCare. He previously spent nearly a decade in accounting, audit and regulatory compliance as well as consulting for health organizations such as UCI Health, PIH, and the public health systems of Los Angeles and San Diego counties.
As Senior Vice President of Infrastructure Engineering for RMV, Tyler Holst, PE, collaborates with agency staff to negotiate public-private agreements, manages capital project budgets and serves on the senior executive team overseeing the Ranch Plan—a master-planned community. Prior to joining RMV, he led the Development Services team at Kimley-Horn for nearly two decades, overseeing roadway infrastructure, commercial retail and additional projects across Southern California.
Jarrod Ingle is the Regional President and Head of Corporate Banking for PNC Bank in Orange County-Inland Empire, spearheading market growth, business development, client relationships, local philanthropic initiatives and more. With nearly 30 years of experience in financial services, he has held various senior executive roles at JPMorgan Chase and serves on the board of Orange County United Way.
A seasoned litigator and international arbitration advocate, Faisal M. Zubairi is a Partner and Southern California Head of Dorsey & Whitney LLP, representing sovereign states as well as public and private companies in courts around the world. A member of three state bars and admitted to practice before the United States Supreme Court, he has also served on the boards of and volunteers as pro bono counsel for several non-profit organizations.
