


Sydney Aylward, Duane Cave, and Thomas A. Turk, Ph.D. Join Orange County Business Council Board of Directors
IRVINE, CA (August 8, 2025) — Orange County Business Council (OCBC) announced today that Sydney Aylward, Relationship Executive of Government Banking for JPMorganChase, Duane Cave, President of Moulton Niguel Water District, and Thomas A. Turk, Ph.D., Interim Dean and Professor of Strategic Management of the Argyros College of Business and Economics at Chapman University, have joined OCBC’s Board of Directors.

Sydney Aylward is a Relationship Executive with JPMorganChase’s Pacific Government Banking Group, specializing in serving local municipal clients including counties, cities, schools and special districts. She brings over a decade of commercial banking experience at JPMorganChase and has previously led board committees for governance and strategy, with a focus on building partnerships that create a sustainable impact in communities across the region.
As President of Moulton Niguel Water District, Duane Cave has advanced sustainable water policy, secured federal infrastructure grants and overseen award-winning financial and operational performance. Now in his tenth year on the Moulton Niguel Board, he is leading efforts to upgrade South Orange County’s recycled water use and protect the region’s coastal environment.
With previous clients including Toyota, Ford Motor Company, and Koch Industries, Thomas A. Turk, Ph.D., serves as Interim Dean and Professor of Strategic Management at Chapman University’s Argyros College of Business and Economics. He previously led the college through a $30 million fundraising effort and the fastest rise in national rankings of any business school as its dean from 2017-2022.
