Les Card is currently a Principal with LSA Associates, Inc. (LSA). He has been with LSA 37 years, since 1984. Mr. Card served as Chairman and CEO for over 30 years. LSA is an employee-owned environmental planning consulting company of 200 employees.

Mr. Card has over 45 years of experience in Orange County in transportation planning and environmental permitting focused in transportation related issues. His primary responsibilities with LSA include project management responsibilities for the Transportation Corridor Agency. Some of Mr. Card’s most notable projects include the initial planning and engineering for both San Joaquin and Foothill/Eastern Transportation Corridors, Laguna Canyon Road widening/realignment, La Pata Gap Closure and environmental permitting and project development for numerous Measure M projects.

Prior to joining LSA Mr. Card spent three years with a local civil engineering company; prior to that, from 1975 to 1981, he worked with the City of Irvine as Manager of Transportation Services.

Mr. Card is a registered Civil and Traffic Engineer in California.

Mr. Card serves on and was past Chairman of the Orange County Business Council and a Lifetime Board member of the Building Industry Association – Orange County.

Mr. Card and his wife Sue have been married 41 years, have six children, three grandchildren and live in North Tustin.
