Veronica Carpenter, MPA, Helen Do and Dr. Amy Z. Zeng Join Orange County Business Council Board of Directors
IRVINE, CA (August 14, 2026) — Orange County Business Council (OCBC) announced that Veronica Carpenter, MPA, Chief Administrative Officer for CalOptima Health, Helen Do, Vice President of Payor Contracting for MemorialCare Medical Foundation and Dr. Amy Z. Zeng, Dean and Professor at Chapman University, Argyros College of Business and Economics have joined OCBC’s Board of Directors.

Veronica Carpenter, MPA, serves as Chief Administrative Officer of CalOptima Health, where she oversees government affairs, communications, community relations, strategic development and the Clerk of the Board. She brings more than 15 years of leadership experience in Orange County public service, with a proven track record of building partnerships across the public and private sectors to advance community priorities.
A healthcare leader with expertise in managed care and payer relations, Helen Do serves as Vice President of Payor Contracting for MemorialCare Medical Foundation. She has held leadership positions at organizations including Children’s Hospital Los Angeles and Planned Parenthood of Orange and San Bernardino Counties, driving strategic contracting initiatives and operational excellence across complex healthcare organizations.
As Dean and Professor of the Argyros College of Business and Economics at Chapman University, Dr. Amy Z. Zeng leads strategic planning, curriculum innovation and faculty development. With more than 25 years of leadership in higher education, including prior lead roles at Suffolk University and the University of Hartford, she is recognized for advancing experiential learning and workforce-ready programs that prepare students in a rapidly evolving, AI-driven economy.
