The Orange County Business Council (OCBC) is removing its position on AB 2059 (Wilson) following recent amendments that substantially narrowed the scope of the bill.
OCBC initially supported the concept behind AB 2059 because it sought to establish broader statewide certainty and reasonable limits surrounding vehicle miles traveled (VMT) mitigation requirements under CEQA. The business community has long expressed concerns that unpredictable and excessive mitigation requirements can delay critical transportation and infrastructure projects and increase project costs throughout California.
Recent amendments, however, significantly limited the bill’s applicability to certain transportation projects located within rural and nonmetropolitan counties rather than implementing a broader statewide framework. While OCBC appreciates the inclusion of a reasonable cap on VMT mitigation costs and recognizes the value these reforms may provide for qualifying projects, the amended measure no longer reflects the broader statewide policy approach that originally prompted OCBC’s engagement.
As a result, OCBC will no longer be taking a formal position on AB 2059 as it moves through the legislative process.
